Malta’s Gaming Free-For-All Blessed

Wednesday, April 15th, 2009

Dozens of gaming halls have mushroomed around Malta since 2007 because the Lotteries and Gaming Authority has never issued a single licence to any of these operators.

In a free-for-all ostensibly blessed by government, various individuals have opened gaming shops everywhere because the LGA has not issued licences.

All that was required so far was a ‘change-of-use’ permit from the MEPA for the conversion of old shops into gaming parlours.

Ivan Camilleri, the director of Allied Games, said: “The end result has been an industry with no conditions imposed upon it”.

Florida Legislators Unfazed By Casino Gambling Foe

Tuesday, April 14th, 2009

Florida lawmakers, who are debating a broad expansion of legal state gambling, heard supposed expert testimony about the social perils of increased gaming. The state House committee, which is considering legalizing full casino gambling, listened dubiously to unverified claims of social costs by Baylor economic professor Earl Grinois.

Grinois says casino gambling causes crime to rise from five to eight percent in surrounding communities, with burglaries and murders leading the increase.

Grinois weakly countered by asserting crime numbers take three years from casino openings to start rocketing up.

The state Senate has already passed a bill allowing blackjack to be introduced at racinos, and craps and roulette to be added to games at Seminole casinos.

Frank To Introduce The Gambling Regulation And Enforcement Act

Monday, April 13th, 2009

U.S. Rep. Barney Frank, D  Mass., announced that he will introduce the Gambling Regulation and Enforcement Act as a standalone bill before the end of April. If passed, the bill could overturn the Unlawful Internet Gambling Enforcement Act of 2006, which prohibits U.S. financial institutions from processing payments to online-gaming operators.

Frank’s bill would regulate and tax online gaming, including wagers made with online casinos, poker rooms and bookmakers. Pro-gaming advocates argue that regulation is the only effective way to protect minors and problem gamblers from online gaming. They also point out that regulating the industry could generate an estimated $50 billion in tax revenue over the next decade.

Poker Is A Game Of Skill?

Thursday, April 9th, 2009

Virginia consulting firm Cigital released the findings of a study it says proves poker is a “game of skill.” The firm analyzed over 103 million raked hands at PokerStars.com and found that players with the best cards folded before 75 percent of hands went into showdowns.

The firm collected data for the study from Dec. 1, 2008 to Jan. 2, 2008.

Some question the validity of the study, pointing out that PokerStars.com hired Citigal to conduct it. Peter Winkler, a Dartmouth College mathematician who has studied poker, is one expert charging that the firm should have examined other facets of the game.

Peter Winkler, a Dartmouth College mathematician said: “Who folds is determined to a huge degree by the value of the cards!”,  “The player who picks up A, A and stays in while the rest fold is the lucky one; the player who picks up 3, 2 and folds before the 3, 3, 2 flop comes down is the unlucky one. That the A, A player wins with an ultimately inferior hand does not prove poker is a game of skill. If anything, it shows the opposite: An unskillful player holding the 3, 2 hole cards might have stayed in.”

Ireland Minister Ban Online Betting?

Wednesday, April 8th, 2009

Nowhere is this more plain to see right now than in Ireland, where legislators are actually proposing to ban online gambling in order to keep the animal racing industry afloat. In similar fashion to how the U.S. Unlawful Internet Gambling Enforcement Act (UIGEA) included carveouts for the horseracing industry, lotteries and fantasy football.

At the source of such talk is Minister Martin Cullen, who was recently on record stating that in order to persuade online gambling operators to accept a tax for funding animal racing, the government should consider wielding the prospects of an online gambling ban.

According to the Independent of Ireland, there are just eight owners, most of whom reside overseas to avoid paying taxes in Ireland, who personally bank over a third of the money that comes from Ireland’s animal racing industry.

Government spending over $100 million to keep the animal racing industry in business.

NevadaTax Hookers to Spare Casino Gambling?

Tuesday, April 7th, 2009

Nevada is searching for new sources of revenue to offset recessional effects. Casino gambling is taxed less in Nevada than any other state, but casinos are also the most powerful political lobby, so lawmakers are turning in any other direction to find a new activity to tax.

Brothels don’t have anything near the political power of casinos and gambling operators.

Casinos have fought vigorously to avoid a raise in Nevada gaming taxes. Already, a measure increasing the room tax for hotels has been pushed ahead of plans to adjust gambling taxes.
